American Energy Institute. The website contains a

National Transmission Grid Study
In May, 2002, DOE released a report on the status of
the U.S. transmission grid. The landmark study
devoted a chapter to the value of demand response as
an option to use in transmission planning and
mitigating transmission constraints. The report
includes a number of recommendations for future
action.
